By car, take the highway to Albertville, then the dual carriageway to Moûtiers, a pretty town at the edge of the mountain. Then continue on the RN 90 to Bourg-St-Maurice.
Train:
There are direct TGVs from Paris and Lille and direct sleeper trains from major cities in France which will take you directly to Bourg-Saint-Maurice.
Then to go from Bourg-Saint-Maurice to Arc 1600, take the funicular. It joins Arc 1600 in just 7 minutes.
